RESEARCH CONTRACTING THROUGH ORC
Research Contracting is a Central Office Function. However each campus has a Research Agreement Point of Contact. At Queens College, the Director of ORC fills that function. The POC makes sure agreements are filled out properly, coordinates question about terms and the scope of work of an agreement with the PI, asks the other party to the agreement for revisions if there are any, and is responsible for obtaining fully executed agreements and sharing them with all involved parties. It is never a good idea to contact Central Office staff directly. The ORC Director can make inquiries about problematic terms or about delays.

We can create these agreements from a template at a PI’s request or Pis can request review of another institution’s draft agreement. For NDAs, Consortium agreements, Data Transfer and Data Usage agreements, pleas email us the following information:

4. Authorized Signatory Official at Collaborating Institution.
5. A brief description of the project, including RF # if applicable
6. Description of the Data or nature of the Collaboration.

Please be sure to attach a description of the materials to be transferred and a Scope of Work for the project when you email the form to the Director.
To request an IAA to choose an IRB of record for collaborative research, fill out this pdf and email it to the Director.
Expect it to take about 6 weeks to fully review and execute an agreement and bear in mind the neither ORC or the Central Office have any control over how long the other institution takes to process.
Please keep in mind that ORC only handles agreement of the types the topmost link in this section leads you to and all these agreements must be related to research. For example, a cooperative agreement to create an internship program at a specific site is NOT research related and handled by another office. Similarly, agreements with a line item budget, rather than merely a fee for data access or a price per unit for materials, are handled either by the Grants Office or the RF. But ORC is a good place to start with any agreement and the Director will copy you if it needs to be forwarded to another office.
Finally, remember that our various agreement names my not be the same as the ones used at our collaborating institutions. The ORC Director can assist you in determining what type of agreement you’re working with so you can check the appropriate box on the form.
